I was able to fix it by force uninstalling it through the cmd prompt and then reinstalling from the website. Previously, repair and reinstall options had not worked.

I had this problem today, I fixed it without uninstalling anything. By going to the referenced install file path, into "EA Desktop" which was empty.

At first I desided to play Sims 4, but EA app didn't see that i already had all game and packs. So, I deleted whole game and tryed to install it again.
